A SPECIFIC ECVET-BASED CURRICULUM FOR PROFESSIONALS MANAGING JUVENILE CRIME

As an increasing phenomenon in Europe, juvenile crime gathers more and more concern and attention on behalf of specialists and professionals involved in coping with it. Their joint efforts are in search for viable solutions which to better gear all categories of involved actors, from authorities, specialists and members of the family, with the ultimate target to integrate minor offenders in the society and to reduce - if possible even to annihilate - their chances for re-offending. The paper provides not only an overview of the state-of-the-art in the field of juvenile crime in Romania and in Europe, but especially a potential solution for increasing the functionality of the system and the interoperability of its elements. A shift from a penalty-orientated approach regarding minor offenders toward an educational and monitoring-based management of juvenile crime, in which remedial measures to build on recovery and not on punishment, are few aspects equally treated by the present study. By proposing a package that consists in designing, testing and delivering an ECVET-based curriculum for professionals who intervene along the monitored pathway of a minor offender, the paper reinforce an alternative possibility to manage the problem of minor offenders.
