摘要：

The purpose of this paper is to explore how elite development strategy would help in responding to government failure in times of the financial crisis. This paper argues that elite development strategy through reflexive thinking based on the acquisition of new knowledge and ideas, and practice in work methods, values. Hence, in development of a learning society, elite must learn to continue having self-examination and how to grow up, so that their self-reflection becomes an error correction mechanism.
