摘要：

The governments of all countries are faced with the challenge of how to deal with the public crisis successfully. The news media, which serves as a social channel between the government and the people, is playing an important role in the public crisis management. As the public crisis management is still in its initial stage, it needs a breakthrough for the news media to be involved in the public crisis management.
