摘要
Today with the rapid development of civil aviation in China, the system of emergency response mechanism and security safeguard of ATC (air traffic control) center plays an indispensable role. However, there have been such parts need to be considered systematically and improved thoroughly. When disaster happens, in order to facilitate controller to judge the disaster of ATC center, reduce the effect which caused by various of factors on remote ATC information when disaster happens, base on the Threat and hazard identification and risk assessment method, discuss the disaster evaluation feasibility of ATC center sectors/positions, we have divided the disaster into 4 levels depend on the function damage of ATC sectors positions, and applying this function to ATC disaster evaluation decision system. Based on research on emergency coordination mechanism in ATC center, we develop Emergency Plan Management software module, according to the result of disaster evaluation module, this module can provide decision makers emergency process management, plans launching, information release, progress monitoring and other assistant tools. We tested the system disaster evaluation performance in ATC automatic technology laboratory, Civil Aviation Flight University of China, and the testing results show that according to the actual disaster situation can provide assistant evaluation for controllers. What's more, the simulation can help decision makers take reasonable measure.
