摘要
Space-based disaster monitoring (SDM) will be a major aspect in future disaster monitoring. This paper introduces a new spaced-based disaster monitoring system and its operation flow. The system consists of GEO satellite with multi-spectral camera and LEO satellite with optical or SAR camera and will handle future diversification monitoring means and uncertain requirements. We present the problem of management of SDM mission (detection, observation, and tracking of forest fires or earthquakes). Monitoring region, target, task, observation action and action strategy are introduced with formalization description. KL (Kullback Leibler) discrimination based heuristic method is applied in decision of actions. Finally, we present results of experiments performed with KL and other heuristic methods on dynamic unforeseeable scenarios.
