The article analyzes the role of the Arctic universities of Arkhangelsk (Russia) and Tromso (Norway) in the development of cross-border cooperation within the Barents Euro-Arctic region. 25 years ago, in January 1993, The Kirkenes Declaration was signed, marking the beginning of a new phase of Barents cooperation. The anniversary events of 2018 became a noticeable impulse in the development of cooperation between the "neighbors on the roof of Europe", as the Arctic States of Scandinavia and the regions of the European North of Russia included in the BEAR are often called. This event in Arkhangelsk on November 8, 2018 were timed with a very meaningful discussion on the topic "Northern universities as centers of regional development" and the V international scientific-practical conference "Russian North and the Arctic: fundamental problems of history and modernity".
