On Building up the Public Administration Performance-based Evaluation System in Chinese Industrial Parks

"Development is the general trend" put forward by Chairman Mao(1), "Development is all that matters" proposed by Chairman Deng(2), "Development is the top priority" put forward by Chairman Jiang(3), and the "Scientific Outlook on Development" proposed by Chairman Hu(4) prove that "development" is the thought that has been maintained through continuation and development by several generations of central collective leadership of the Communist Party of China (CPC). It enriches the theory of socialism construction with the thought of times and has become the theoretical guidance. According to the Interim Regulations on Evaluation of Leading Cadres of the Party and Government, the performance-based evaluation can be implemented from five aspects, namely morality, ability, diligence, accomplishment, and incorruptness. Among all these, accomplishment (political achievement) is the most important one.
