The coalition battle based on network would become a major battle style in the future. Command Control System Collaborative Effect (C2SCE) resulted from cooperating among the battle units or nodes, and is related to many factors. In this paper, an approach for evaluating C2SCE is presented through the response time of Command Control system (C2) to Target-Critical Strike (TCS). Some theories of the graph and information entropy are put forward for analyzing the uncertainty of various time factors. And then, the battle platform is indicated as nodes, and the response time is refined as the critical factor from all the factors, some models for evaluating C2SCE are established. Moreover, according to illustrating further the response time of C2, and a case about TCS was given. The results show that the approach of the response time is feasible for providing some references with integrating and designing of C2.
