This paper mainly talks about the electric management power between the China's government and enterprises. Prior to reform and opening-up, the electric power management system of China is highly centralized Governments control the human, financial and material resources, and electric power enterprises belong to government as well. Since the beginning of the reform, particularly in the early 2000s, the electric management power between government and electric power enterprises has changed a lot. The paper uses literature method and historical research to study the change of electric management power in dfferent systems. In centrally-planned economic system, the government had all powers to interfere affairs of enterprises and society, meanwhile electric power enterprises are a part of "super government"; in market economic system, the power of government is diminishing, on the contrary, the power of enterprises is growing. Enterprises become the legal entities.
