Environmental regulation spillover refers to the quality and quantity change of industrial performance in the processes of regulated industries dealing with environmental regulation. The study of environmental regulation spillover from industrial productivity, technical innovation and technical efficiency perspectives is reviewed firstly in this paper. Then, the author constructs the two-dimensional spillover paths, namely, environmental regulation-resource allocation-industrial performance and environmental regulation-industrial structure-industrial performance. On this basis, the author predicts the orientation of future studies, which provide reference for environmental regulation and industrial development.
