摘要
This paper analyses the driven factors -various illegitimate interests of illegal land expropriation of the local governments, establishes the game matrix between local governments and land property owners in this expropriating process, through analysis, then proposes new revenue function which breaks out the former local government-land property owners bilateral equilibrium. On the basis of this, in order to stamp out illegal land expropriation, ensure order of land market, and security legitimate rights and interests of land property owners, punishment mechanism towards illegal local government and its leaders are founded.
