TRAININGS OF LOCAL AUTHORITIES' EMPLOYEES IN E-SERVICES FOR RESIDENTS. INSIGHTS FROM POLAND

The paper is a continuation of two pieces of research presented at the EDULEARN17 conference. The research concerned trainings of local authorities' employees in Poland, which were co-financed from the European Social Fund of the Operational Programme Human Capital. In the first work the training coverage for competitions announced by the Ministry of Administration and Digitization in Poland was presented, as well as the benefits reported by Polish local authorities thanks to training project implementations in 2007-2013 were discussed. In the second article the opinions of local authorities' employees on the trainings completed in terms of personal and professional career development and the applicability of the knowledge and skills acquired for the jobs held were analysed. The primary objective of this paper is to present the trainings of local authorities' employees that were executed in 2014-2015 years within the project "County Authorities - ready for rendering public e-services for residents" and opinions of local authorities' employees thereon. The introduction discusses the e-government definition, refers to the European Union strategy for information society and documents which are pillars for its development. It also deals with the role of ICT in e-services for citizens and businesses and points out the necessity for the Central and Eastern European countries, which have a lot to do to compensate for the lost time in the field of building the information society, and especially, e-government solutions. Then, the short characteristic of trainings project for the local authorities' administration in e-services for residents, which was executed in one of the counties of the Kujawsko-Pomorskie Province in the period and 2014-2015, is described. The main part of the paper presents the general opinions of the training project and the detailed opinions about each of three modules which had been delivered for three different groups of local authorities' employees: managerial personnel, public servants and IT specialists. At the end of the paper some conclusions and recommendations for trainings of local-authorities' personnel in the field of delivering e-services for citizens are put forward.
