An American specialist on Russian agriculture analyzes changes in agrarian policy under Russian President Vladimir Putin and compares the current situation in agriculture with that prevailing during the Yel'tsin years. A particular focus is on changes in policies governing food imports, agricultural debt, unprofitable farms. and agricultural credit.
