摘要：

Leadership (as opposed to management) is the more appropriate focus in creating conditions for effective action in dealing with very complex situations, those involving many stakeholders in extremely difficult situations that one is attempting to engineer. Characteristics of and further suggestions for good system of systems, enterprise, and complex system leaders are offered. Established examples of complex system behaviors and complex systems engineering principles are reviewed.
