摘要
The national plan of talents development in medium and long term (2010-2020) specially takes the "high lead" as one of the talents development guidelines in the current and future period. High-level talent is directly related to enhancing the national core competitiveness, achieving the strategic objective of building an innovative country, promoting technological progress and development of enterprises. The paper defines and analyzes the definition and characteristic of high-level talents firstly, then divides into four career development stages of high-level talents based on the viewpoint from domestic and overseas scholars, and finally puts forward the effective countermeasures for team construction of high-level talents in enterprises.
