Filtered incremental velocity, FIV3, is a recently proposed and very promising intensity measure for seismic collapse risk assessment. However, no ground motion prediction equation currently exists that enables its complete implementation in probabilistic seismic hazard analysis or in seismic performance assessment of structures. This paper presents a model for the estimation of the random horizontal component of FIV3 for stiff soil sites, moment magnitudes between 5 and 8, and Joyner-Boore distances between 0 and 150 km. Results from this study show that the uncertainty in the estimation of FIV3 is considerably lower than the one provided by current models for pseudo-acceleration spectral ordinates. This low dispersion of FIV3 results in a reduction in the uncertainty in the ordinates of seismic hazard curves, which ultimately improves the reliability of the estimation of the collapse risk of structures.
