Meta lingua: A Language to Mediate Communication with Semantic Web in Natural Languages

The main obstacle in the way of Semantic Web becoming a "democratic tool" is complexity of its standards. Therefore, a simple language, Notation3, is alternatively used in many communities. But Notation3 does not comply with "compositionality principle", a characteristics of natural languages. Meta lingua, described in this paper, is a counterpart of Notation3, which complies with this principle, can mediate the communication between humans speaking natural languages and Semantic Web, and be used for formalization of natural languages, including languages considered "difficult", like Chinese. Meta lingua is currently used in the projects of Est Computer, Inc. (www.estcomputer.com) for education and natural languages informatics.
