摘要：

Emergencies will do great harm to the development of modern city. This paper illustrates the impacts of urban emergencies to the traffic and the basic requirements for evacuation traffic. Moreover, some traffic issues will be discussed in this paper from the aspects of the preplan design of the evacuation traffic and its organization when emergency events occurred in the city.
