Discrete Wavelet Transform (DWT) is a powerful mathematical tool which has stimulated many developments in several scientific and technical fields, particularly in signal and image Processing; analysis and compression. Its multi-resolution properties are a major advantage for their use in the JPEG. 2000 standard. In video coding, motion management is an important task. Indeed, on one hand, the DWT does not preserve the translation invariance because of the underlying dyadic down-sampling process. That justifies the absence of a DWT-based video compression standard until now. On the other hand, video coding standards using Discrete Cosine Transform (DCT) produces often undesirable artifacts. Our contribution aims to exploit the DWT multi-resolution properties using a motion estimation technique to avoid the problem of DWT translation-invariance which leads to false motion vectors. In This paper we present a new color video compression using DWT and a motion compensation technology, that we called SSC-MC. An assessment of the proposed scheme was operated on a set of standard video sequences; the results are compared with the well known standards. It is shown that our results are promising.
