摘要：
Since 2000 mobile communications have undergone extremely fast growth in Russia with a penetration rate far surpassing China. In October 2007, Russian 3G mobile communications networks were formally launched for commercial operation. This article attempts to bring forth some suggestions for China's 3G mobile communications development through a study of the Russian mobile migration process from 2G to 3G.
