摘要：

The article grounds the necessity of state presence at the insurance market, taking into account the impossibility to overcome the generated market failures without the state intrusion. Four groups of factors leading to such failures and requiring state intrusion are considered as follow: market power; externalities; "free-rider" problem; information-related problems.
