STRATEGIES OF THE GOVERNMENT IN THE POLICIES OF LAND PROTECTION FOR THE DISPLACED IN COLOMBIA: AN ETHNOGRAPHY OF THE STATE

摘要
The policy of land protection for the displaced population in Colombia, victims of armed conflict, has a long and complex implementation taking place between 1997 and 2011. This process allows analyzing the superposition of different logics of government and different forms of access to power, which can be studied from different perspectives of political anthropology. The article presents some theoretical and methodological debates on ethnographic study of State, and analysis of these various political forces shaping governmentality, applied to the case of land protection policy. The analysis focuses on the interactions between different actors and forces that arose in and out of a government project with particular characteristics. The study is based on the testimony of officials of the project, which also allows us to analyze the weight of bureaucracies in the exercise of government.
