Web Services and their related technologies continue to grow and take place in many information system organizations. They have been chosen with the purpose of reducing cost, increasing performance, and exposing business processes. Web Services approach presents fundamental changes in the way systems are required, designed, developed, deployed and managed In order to build a stable, useful, and reliable web service, Web Services community has to put forward a common life cycle for designing, developing, publishing, and managing Web Services. In this paper, we propose a new development model for Web Services; we describe each of its phases, and how it can be applied. We also highlight the need for designing web services performance attributes during Web Services Development Life Cycle (WSDLC) phases and how they could be specified and published We use the proposed WSDLC to implement a Video Web Service using WebLogic platform with extensions to support Quality of Web Service (QoWS).
