摘要：

This paper was aimed at the innovation environment of technology-based small micro enterprises. Based on the synergistic innovation model, it explored the equilibrium solution between technology-based small micro enterprises, and between them and the public organization. The results show that the greater difference between the synergistic subjects, the higher synergistic innovation performance will be; moreover, the maintaining of synergistic innovation relies on multiple participants. Finally, the results and proposals motivate policy makers to optimize innovation environment of technology-based small micro enterprises from the perspective of synergistic innovation.
