摘要：

Existing research was pointed out that there are deficiencies in china's supply policy-making mechanism, basically agreed to establish the "top-down" and "bottom-up" rural public goods supply policy-making mechanism. But farmers'demand is limited, therefore, this article suggests to build the supply policy-making mechanism of "government regulating" and "Farmers'demand".
