摘要：

Based on the National Emergency Response Plan and National Emergency Response Law, the paper constructed an analytical framework to make a comparison between the Wenzhou High Speed Crash and Jiaoji Railway Accident, and pointed out that the governmental emergency management to the Wenzhou High Speed Train Crash was not failed for its improper behaviors, but failed for challenge of rising of social media. Therefore, as the policy suggestion, the governmental emergency management has to make change.
