A web service for University of El Salvador's electricity billing was created. Bills are from San Salvador's main campus. Data allowed to analyze electricity billing for the last two decades. This study included the period from 1998 to 2017. Result of this development is a useful tool for authorities and, in general, for university community. Electricity billing is paid by administration. However details are not notified to authorities. So college authorities can not implement effective policies to save electricity. It is expected that data access at any time and anywhere could stimulate a new culture of saving electricity. The web service runs at Google Cloud Platform which, among others, offers Google App Engine development platform. The web service demands very few resources. It works under Google free quota, made available for web developers. Development was done with several programming languages, like Python, HTML, CSS and JavaScript. Also, it was necessary to use several frameworks such as Webapp2, Jinja2 and Bootstrap. All these software is equipped with the ability to coordinate communication between different parts of the web service.
