Existing Problems and Its Countermeasures in Implementing Agent-Construction System in Government-Invested Projects

The traditional construction management system uses in government-invested projects is a "Four in One" construction management mode, that is, the investment, construction, management and use of a project are all operated by the government. It directly leads to the following problems: the investment of a project is difficult to control and the "three exceeds" is serious; project management level is low, and the loss and waste is difficult to avoid; the management is not standardized and corruption is breed. Agent-construction system is an important reform of the construction investment management system in China, and it is also directed towards to the government-invested projects. The "three exceeds" existed in the government-invested projects for long term was well curbed by applying Agent-construction system. Undeniably, agent-construction system mode needs to be constantly enriched and improved both from theory to practice. Applying agent-construction system is a complex systems engineering, it needs more wheels to drive and full coordination. This puts forward a new topic for the government-invested project management.
