Nothing illustrates the strengths and weaknesses of a country and its political system more than war. Germany may not officially be at war - the bombing campaign; against the rump Yugoslavia is euphemistically described as a 'military action' or 'air-strikes' Nonetheless, Bundeswehr participation in NATO operations against Milosevic's regime is a defining moment in the politics of the new Germany.
