摘要
Outsourcing of public service as an innovational reform has characteristics of indirect production, polycentric governance and cooperation between government and market. As an institutional arrangement of government and market's combination, the government and other departments should primarily fulfill responsibilities such as programmed decision-making, financial-supporting, rule-making, process-supervision. But in the current outsourcing of public service's reform in China, role and function transformation of the government face the highlight constraints and barriers which come from the thoughts, capacity, institutional systems and environment. To speed up the transformation of the government, and deepening the reform of outsourcing of public service, there is an urgent need to enhance the level of public services outsourcing, improve the mechanism of public service outsourcing systems, promote the capacity of public service outsourcing reform, and optimize the development environment of public service outsourcing.
