摘要：
This paper begins with the connotation of innovation theory of cross-administrative regions, analyses the operation and development of the cross-administrative regions innovation system. And then discusses the innovation mode and process based on the industrial cluster. Based on the above two theories, the paper constructs the innovation system of cross-administrative regions based on the industrial cluster, in this part, the paper specifically analyses the factors, path, that is Cluster Initiative and operational mechanism of the innovation system of cross-administrative regions in northeast Finally, the paper brings forward the actual countermeasures for the innovation system of cross-administrative regions in northeast based on the industrial cluster.
