摘要：
With the requirement of the sustainable development and the trend of environmental management, the identification procedure of transportation Strategic Environmental Assessment (SEA) alternatives is analyzed and the indicator framework for the system is built primarily. Taking the urban traffic system of Dalian city as an example, a range of alternatives are developed based on the method of scenario analysis, and then the established indicator framework is examined to screen the preferred alternative combined with Fuzzy Comprehensive Evaluation (FCE) method.
