摘要：
Three situations are discussed as the research subjects in this paper: the unsafe behaviors, the unsafe states of hazardous materials and their loading equipment, the unsafe conditions of environment and its frangibility. The indexing system and fuzzy integrated assessment model of the risk assessment and early warning are established based on analytic hierarchy process (AHP) and fuzzy integrated evaluation method. In order to perform early warning according to different risk ranks, 8 risk states have been analyzed through a 3-dimension frame model.
