摘要
From the perspectives of Internet users' developing scale, the elementary expression of E-democracy and its social effect, this paper analyzes the developing state of E-democracy as well as the legislation anomie it needs to avoid, and problems of supervision omission, guidance deficiency as well as Internet users' moral abnormality. From two dimensions in which one is the government's programmes from top to bottom and the other is the implementation from bottom to top, this, paper constructs a strategy pattern for the development of E-democracy.. The pattern is structured by basic level, security level, system level, management and application level, legislation level and ideal level. It integrates the essential factors at all levels that E-democracy needs for development, systematically instructs the construction of E-democracy, and promotes its development in depth and in width, in order to move forward to the ultimate goal of democracy.
