摘要
The text asks federalism as a political engineering historically built to solve the practical problem of coexistence of differences and social and regional inequalities. Based on this indication, we discussed the use of state territory and its political-administrative divisions, as well as clippings of new territories (territories of indigenous and maroons) who question the traditional organization of the political federation. Our theoretical reflection is guided from the understanding that the geographic territory used is synonymous with a category which is both the result of the historical process, the material basis of social and human actions. The analytical approach is undertaken in regard to disputes over different uses of the territory on one side and the other uses hegemonic, subordinate uses. Empirically verified the coexistence of a hegemonic state and use of the territory - that is based on clippings and municipal (provincial) - and a land use more closely linked to the life of the relationship posts.
