摘要
The ample fresh water resource is the basic condition of economic and social development as well as the important guarantee of the realizing sustainable development. At present, the lake of water supply has become the "bottleneck" to restrict development of Shanxi economic society, formed an important strategic issue relating overall situation. Based on the characteristics of water resource and exiting problem on water resource development and utilization, Combine with estimated the future water need, a theories frame of scientific allocation of water resource is studied, which considers the water right theories, price mechanism and the public management, has a certain reference value to sustainable utilization of water resource in Shanxi.
