摘要：

Aiming at the increasing severe crisis of information ecosystem in emergency management, we constructed enabling application model of Information Carrying Capacity (ICC) from Analytic Hierarchy Process in information ecosystem, conducted the quantitative evaluation between regional Information Carrying Pressure and ICC, and obtained the emergency management enabling procedure. Then we explored the key enabling technologies for emergency management including information interference pre-warning, information simulation, information sharing cooperation and information evaluating driver.
