摘要
Currently, control and reduce administrative costs have become an important objectives for the construction of service-oriented government and the inevitable demand of deepening administrative restructuring. And the Implementation of E-government is one of the most effective ways to reduce administrative cost of the government in the long-term. Combined with the status of the development of E-government,this paper analyzes the total cost and total benefit of e-government by using measurement, and it gives out the model of cost and benefit of e-government by using the function of costs and benefits which from the economics. Through model analysis shows that through model analysis showed that long-term implementation of E-government can significantly reduce administrative costs. Use the cost - benefit evaluation in public economic theory to evaluate the present value of costs and benefits of five provinces' E-government and than verify the results. At last, this passage proposes the corresponding countermeasures that how to lower the total administrative costs and improve the total efficiency.
