摘要
This paper constructed a training chain model and model in view of the problems existing in the process of the civil servant training and capacity-building. Has constructed a training chain total model and the sub-model with the center of civil servants In this model, because of the three logistics, thereby forming the three channels: namely, the information channels of the formation flow the financing channels of capital flow, knowledge flow through education and management channel flow. Through the benign flow of the three channels, we achieve the mutual flow between the civil servants, the Government and the training institutions. And government departments make the financing through the capital flow in one direction to training institutions, the training institutions through the education channel make the knowledge flow to servants, through information channel, the quality of the civil servant can be improved, after absorption they through the information channel and management channel transmit to the Government, so it can enhance the Government's knowledge content, raising the government's administrative efficiency. At the same time, the author designed the operational mechanism for model and provided feasible countermeasure for civil servants training and capacity building.
