There is an alternative Social Work between the ideologized political power and the globalist economic power. A unitary-based theoretical paradigm, community reality and sovereign pretensions, capable of understanding research and social action in an "integral" way, beyond geographical divisions, specialized actions and partisan pretensions. This is the model of Comprehensive Social Work, close to the reality of citizenship, as a possible framework for methodological unification, institutional renewal and improvement in management and technical innovation, in the face of the globalizing challenges that must be faced from Social Policy and through Social Services. For this reason, this alternative theoretical paradigm is proposed, emphasizing the community dimension of citizen problems and solutions (family, territorial and labor), recovering the "first truths" that allow the balance between tradition and modernity, and profiling itself as a tool of the great Social Question of the era of Globalization: Integral Human Development (IHD) for all men and for all men.
