摘要
This article presents historical elements associated with the emergence and implementation of public policies of basic sanitation in the Federal Territory of Amapa (TFA) (1943-1988). Starting in the period when the TFA was constituted (1943) and the implementation of brazilian policies under the effects of World War II, the question is: during the "Janarista" government (1943-1956), how was the sanitation infrastructure developed and what were the political practices of management and use of public services in the TFA? We used bibliographical references, primary sources from the government of Amapa, newspaper articles from the period and information provided by local historians and local sanitarians. Despite specific public policies for the sector, the infrastructure built was insufficient to attend the growing demand and its management was marked by political and social practices that persist and orient government decisions.
