The dominant economic model built on the basis of globalization and internationalization has become dysfunctional and is undergoing a process of reorganization. This paper reviews the basic concepts of the Neoliberal era and the keys elements of the economic organization, which are financial complexity and global value chains. This analysis is done in terms of the Latin American region, showing that the productive specialization assigned to the region again lacked technological innovation and excluded the popular classes, generating a series of social conflicts, on the basis of which new forms of capital production are sought.
