摘要：

It presents the legislative acts related to public health policies for people with disabilities, with the purpose of understanding Brazilian efforts to solve problems of access to public health. Qualitative documentary research carried out a survey of laws, decrees, protocols, and resolutions drawn up at the federal level in Brazil, with a cut from the 1980s. Based on the collected data, it was verified that only with the advent of the Brazilian Constitution did the System Health System, and the development of programs and actions in the area of public health for people with disabilities. However, in the context of neoliberal rationality, these public policies are either very specific and do not encompass the reality of these people, or they are generalist in an attempt to encompass the maximum number of disabilities, without necessarily specifying their primary characteristics. Which gives clues to an exercise in social medicine that interferes with the environment and not with individual realities.
