摘要
The work, through the lens of a macrosociological approach, analyzes the organizational forms of foreign power in the ideological sphere of interstate relations between Japan and the countries of Central Asia. The author identifies and focuses on two most capacious organizational forms of ideological power in interstate relations, which were called "the power of history" and "the power of mission". These two powers are distinguished into a special type - the axiological forms of ideological power. The Japanese side manages to harmoniously use the axiological forms of ideological power to provide economic and political relations with value-based support, which forms an inclusive Japan-centric logic of interstate interaction in the region. A characteristic feature of the axiological forms of ideological power is communal influence on relations between Japan and the countries of Central Asia to create cohesion and community through development of social relations regarding security discourse and issues of internal and external identification, which makes these relations an end in themselves. The diffuse influence of the axiological forms of ideological power is built on the basis of the development of a joint cognitive-emotional system of values about the past and future. The power of history promotes continuity and connection of generations between Japan and the countries of the region through working with image of the Great Silk Road and rethinking the militaristic role of Japanese soldiers during WW2. The power of mission, based on the values of the concept "human security" and development of human capital, creates feelings of solidarity and support for Japanese activities in the region, where Japan is positioned as a global economic and technological leader that offers geopolitically neutral assistance in the socio-economic development of individual countries and intraregional cooperation processes. The implementation of the axiological forms of ideological power is accompanied by a developed institutional practice, which operates at mass, group and individual levels of social interaction, which ensures a higher-quality extensive influence of the power of history and an intensive influence of the power of mission. The power of history and mission as the organizational forms of foreign power of Japan in the ideological sphere percolate economic and political interactions. This process reveals the presence of an interstitiality effect. The linking and intersection of social interactions in ideological, economic and political spheres create an interconnected system of influential relations with a high potential for emergence. This synergy between organizational forms provides Tokyo with stability and efficiency in the implementation of its foreign power and presence in the region, which is clearly reflected in regular sociological surveys.
