摘要
Regional Tourism Performance Evaluation (RTPE) is an important way for local governments to measure the results of regional tourism development, the study of which is of great significance in ensuring the correct choice of tourism development path. Focusing on the interrelationship between tourism and the regional economy, society and ecological environment, this paper places tourism in a regional context and constructs an RTPE indicator system from the systems theory perspective, where regional tourism performance expectations is calculated through fuzzy hierarchical analysis. Then a stable and accurate RTPE model is established with the powerful learning function of radial basis neural networks. In the following, the model is tested with Ordos City from Inner Mogolia as an example, and the main influencing factors of its tourism development performance are determined with the importance ranking of the indicators, which show that the tourism in Ordos falls into a gradual decrease now and even a sharp decline in some particular years after a period of rapid development. Based on the analysis of the importance ranking of indicators, it is found that the improvement of tourism performance should be promoted by the following ways: Strengthening the investment in science and technology and making efforts to attract more talents, further developing the tertiary industry and improving the tertiary industry chain, expanding overseas markets and increasing tourism foreign exchange earnings as a breakthrough. The conclusions of the evaluation are in line with the reality and the accuracy of the model is validated. Filtering the influencing factors by ranking the importance of the indicators can help the local government to identify and solve the current problems, so as to improve tourism development.
