The Fiasco of the University of Guipuzcoa. An Approach to the Political and Social Crisis Experienced in the Late Francoism

In November 1971, Guipuzcoa was in the midst of a university crisis due to the government's decision, as specified in the III Development Plan, to not expand public higher education offerings in the province. This resulted in a deterioration of relations between the provincial council and the Civil Government, as well as con-frontations between the former and the San Sebastian City Council. All of this occurred amidst the rivalry between Traditionalists and Falangists, which had marked the Franco regime in the region from its inception. This political and social debate continued throughout 1972 and was reflected in the provincial media, which attributed various causes for the government's refusal, including the perception of a tepid response from Guipuzcoans to the challenge already posed by ETA.
