摘要
Based on a dialogue between Law and Political Science, the article approaches the literature on public policies, with emphasis on studies carried out within the scope of neoinstitutionalism and on the implementation of public policies. It presents the precursors to the public policy cycle model and the most recent criticisms, based on the radical inversion of the cycle and on the centrality of the implementation phase for understanding the State and its policies. The objectives are to present a panorama of the debate in Brazil, to delimit the role of legal research in this field, and to point to a future research agenda.
