摘要
Disaster is often seen as a "leveller" that affects everyone equally but the impact of disasters varies due to structural inequalities, access to resources, gender roles, and power relations, leading to a disproportionate effect on certain populations. This paper is based on a case study of three flood-affected districts of Assam and explores how gender is often used in a restrictive manner, confining it to a binary and neglecting non-binary gender identities, their vulnerabilities, and capacities in disaster risk reduction. These case studies illustrate that communities are vulnerable not only because of their physical nature but also due to their social positioning.
