LEARNING AND SHARED REFLECTION ON CARE IN THE MUNICIPALITY OF BILBAO

Public policies in the context of the city are fundamental in the provision of care services, because it guarantees universal access to them. The traditional care system is not sustainable and creates inequality. Municipal governments should design short-and medium-term transitional policies in order to reorganize care from a comprehensive and sustainable perspective. Addressing the design of transition policies towards a more democratic care model and its transversalization and implementation requires the formation of the agents involved in the provision of these. The training and reflection on care has been approached from a qualitative strategy of action-participative research. The training process has been characterized by the difficulties of access to participation of people from the associative and/or community spheres, in some cases, and in others by mistrust of the municipal initiative, especially by the feminist movement. Participants appreciated the shared learning experience. The lines of action to move forward in placing care at the center of public policies go through the cultural and organizational change of the institution, as well as the promotion of community participation in their design.
