Objective: The research aims to contribute to this proposal with a series of criteria from the functions of university libraries to the teaching-learning of the English language. Methodology: The qualitative approach as a paradigm was the one that was used; by being reflective and inductive, it brings quality to the results; The study is holistic and is expressed in this research based on the synchronism of various disciplines based on the quality of training in the English language: teaching, library science, language teaching-learning, and the university environment. Results and discussion: Technology and the Internet have burst into libraries with force. Its adaptability has made it possible to offer improved experiences to its users. It can be said that its integrations have marked a milestone in the world of libraries, and have favored complementing and adapting both content and traditional services, as well as creating new services and resources, a series of criteria are offered based on library services. Libraries based on language teaching-learning, resources are offered for better interaction in the university environment. Conclusions: It is proposed about the significant importance of the skills of the student and the teacher in terms of teaching-learning in the digital environment and as the new forms of learning where the librarian, the teacher and the student must be prepared, work collaboratively and train. in knowledge of information resources. Contribution: This study contributes to reflect, collaborate and implement projects and collaborations with libraries in order to provide better resources for the training of students in learning the English language.
